IPCA Awareness Month
Did you know that May is International Parental Child Abduction (IPCA) Awareness Month?
The Department of State’s Bureau of Consular Affairs is committed to preventing international child abductions. The State Department places the highest priority on the welfare of children who have been abducted across an international border and is encouraging foreign governments to join the U.S. as parties to The Hague Convention on the Civil Aspects of International Child Abduction. The Hague Abduction Convention is the primary civil law mechanism for parents seeking the return of the children from other treaty partner countries. The Convention does not address who should have custody of the child; it addresses where the custody case should be heard. Today the U.S. is a treaty partner with 70 countries (Hague Abduction countries).

May is also an important month for children because May 25, 2013 is the 30th annual Missing Children’s Day. The first annual Missing Children’s Day was proclaimed by President Reagan in 1983. Although we remember the plight of missing children particularly on this day, it is important to remember that all year long organizations in the U.S., like the National Center for Missing and Exploited Children (NCMEC), are working to promote children’s rights and protect them. The National Center for Missing & Exploited Childrenopened in 1984 to serve as the nation’s clearinghouse on issues related to missing and sexually exploited children. Today NCMEC is authorized by Congress to perform 19 programs and services to assist law enforcement, families and the professionals who serve them. Organizations like NCMEC and the Department of State’s Bureau of Consular Affairs are both working hard to prevent child abductions and serve the needs of children.

CATCH UP ON TAX FILING OBLIGATIONS

In June 2012 the Internal Revenue Service announced a plan to help U.S. citizens residing overseas, including dual citizens, catch up with tax filing obligations and provide assistance for people with foreign retirement plan issues.”Today we are announcing a series of common-sense steps to help U.S. citizens abroad get current with their tax obligations and resolve pension issues,” said IRS Commissioner Doug Shulman.
Shulman announced the IRS will provide a new option to help some U.S. citizens and others residing abroad who haven’t been filing tax returns and provide them a chance to catch up with their tax filing obligations if they owe little or no back taxes. The new procedure went into effect on September. 1, 2012.
The IRS is aware that some U.S. taxpayers living abroad have failed to timely file U.S. federal income tax returns or Reports of Foreign Bank and Financial Accounts (FBARs). Some of these taxpayers have recently become aware of their filing requirements and want to comply with the law.
To help these taxpayers, the IRS offered the new procedures that will allow taxpayers who are low compliance risks to get current with their tax requirements without facing penalties or additional enforcement action. These people generally will have simple tax returns and owe $1,500 or less in tax for any of the covered years.
The IRS also announced that the new procedures will allow resolution of certain issues related to certain foreign retirement plans (such as Canadian Registered Retirement Savings Plans). In some circumstances, tax treaties allow for income deferral under U.S. tax law, but only if an election is made on a timely basis. The streamlined procedures will be made available to resolve low compliance risk situations even though this election was not made on a timely basis.
Taxpayers using the new procedures announced today will be required to file delinquent tax returns along with appropriate related information returns for the past three years, and to file delinquent FBARs for the past six years. Submissions from taxpayers that present higher compliance risk will be subject to a more thorough review and potentially subject to an audit, which could cover more than three tax years.
The IRS also announced its offshore voluntary disclosure programs have exceeded the $5 billion mark, released new details regarding the voluntary disclosure program announced in January and closed a loophole used by some U.S. citizens. See IR-2012-64 for more.

Remember that if you are a U.S. citizen or resident alien, the rules for filing income, estate, and gift tax returns and paying estimated tax are generally the same whether you are in the United States or abroad. Your worldwide income is subject to U.S. income tax, regardless of where you reside.

SMART TRAVELER ENROLLMENT PROGRAM

Are you a Smart Traveler?

 

One of the highest priorities of the U.S. Mission in India is the protection of U.S. citizens who travel and live overseas.  The U.S. Consulate General in Hyderabad encourages all U.S. citizens to sign up for the Smart Traveler Enrollment Program (STEP) at https://step.state.gov/step/ so enrollees can stay safe, connected, and informed while traveling or living abroad.  Millions travel to India every year and encounter no difficulties, but there are times when we need to reach you to let you know what security or emergency situations may be happening in the region.  By informing us about your trip or residence abroad, you help us make contact when you might need us the most.  Signing up is voluntary and costs nothing, but it should be a big part of your travel planning and security.  Smart Traveler is also available as an official State Department app.  The free app invites you to see the world with easy access to frequently updated official country information, travel alerts, travel warnings, maps, U.S. embassy locations, and more. Save Energy and Resources This Holiday Season

Make “green” holiday choices when you are shopping, traveling, sending cards, decorating, and choosing gifts. When you save energy and resources, you protect the environment and safeguard health both now and for the future.

The winter holidays are nearly here! Some of us are ready for the festivities, but many of us are still planning and shopping for decorations and gifts and organizing holiday gatherings. We want to enjoy the fun and spirit of the season, but we don’t want to spend too much money or use too many resources in the process. And most of all, we want to enjoy quality time with those we love.

The good news is that we can participate in all these holiday activities and still manage to conserve resources. In doing so, we also protect our environment and protecting our environment can safeguard our health now and in the future.

If you live in or near Hyderabad – or are travelling through Hyderabad – you could always drop off your voted ballot at the American Citizens Services Unit in the U. S. Consulate, Monday through Friday from 12:30 pm to 4 pm. It would take about 15 days of pouch transit time. Please consider this timeline before submitting the ballot. If you prefer mailing the ballot to the Consulate, you could either courier it to us or use the Indian postal system. For forecasting workload, we would prefer if you take an appointment to drop off your ballot (under “Notarial and Other Services”), but if after checking it appears that appointment slots are full, it is more important to send these as soon as possible, so you may call us at +91-40-4033-8300 to arrange for dropping off the ballot without an appointment.

The U.S. Consulate General Hyderabad recommends that all U.S. citizens in Hyderabad refrain from travelling to the U.S. Consulate in Begumpet, and also to avoid the Old City this weekend. There is a possibility of demonstrations in these areas. As always, the duty officer will be available in case of emergencies at +91 (40) 4033-8300.
